The reign of Ashikaga Yoshiteru, the 13th shogun of the Muromachi shogunate. In the third year of Eiroku, a time of constant warfare and the rise of warlords in various regions, Yukimi Mitsuharu, the lord of Mogami Fushikage Castle in Dewa, Oshu, met a tragic end due to the machinations of his chief retainer, Sakagami Zuizen. Several years later, a series of street killings terrorized the people in the castle town of Fushikage. It was Shotaro, Mitsuharu's son, seeking to avenge his father's death and targeting Zuizen. Hotaru, Zuizen's sister and a ninja, attacks Shotaro, but a mysterious ninja named Kagemaru interferes. Who is Kagemaru? And what is his purpose?

A film adaptation of Shirato Sanpei's legendary rental manga, which incorporated materialistic historical revolution theory into the gekiga of ninja action and gained immense support from the youth of the 1960 Anpo generation. With the ninja boom in full swing at the time, various companies planned to film it, but they gave up due to its grand scale. Oshima, with a reverse idea, converted Shirato's original drawings into film frames, reconstructed them through montage, and completed it as a novel long film gekiga. This experimental attempt is also Nagisa Oshima's bold declaration that any material can be made into a film.
